Brady announces details for Easter Commemoration on Easter Monday in Bray

Sinn Féin TD for Wicklow/East Carlow John Brady has announced details of this year’s annual Easter Commemoration in Bray.
Teachta Brady said:

“I am delighted to announce that this year’s Easter Commemoration will take place on Easter Monday April 17th assembling at 11.30a.m.

“Those attending are asked to meet at the Town Hall, Bray and the guest speaker will be Dublin MEP Lynn Boylan.

“Sinn Féin’s central political aim is to deliver the type of Ireland envisaged at Easter week in 1916.

“The great challenge of the Proclamation is to unite all the people of this island, regardless of background, in equality and mutual respect.

“Irish Unity is on the political agenda for the first time in decades and it is now within our grasp.

“I would encourage people in Wicklow to wear an Easter Lily with pride and to attend this Easter commemoration to honour the bravery and sacrifice of those who took part in the 1916 Rising and to the spirit of the Proclamation.”

Brady welcomes unanimous support for motion on maternity leave for mothers of premature babies

Sinn Féin TD for Wicklow/East Carlow John Brady has this week welcomed a motion which seeks to change the current status on maternity leave for mothers of premature babies.

Teachta Brady said:

“Over 4,500 babies are born prematurely in Ireland every year.

“Usually, maternity leave comes into effect on the birth of the child regardless, of whether or not the baby is born at full term or prematurely.

“This is a very black and white view to take and this needs to change to allow proper consideration and compassion.

“Nothing should add to the stress and worry of the birth of a baby prematurely especially, financial hardship.

“When it comes to the level of pay mandated by law, Ireland ranks at the very bottom of the European league, along with Slovakia.

“This motion provides the Government with an opportunity to take a positive step, and a much more compassionate approach to improve maternity practices in Ireland.

“I welcome that this motion is not being opposed but I do stress that this is only one step in the right direction.”

Water Committee report ‘a great victory for Right2Water’ - Brady

Sinn Féin TD for Wicklow/East Carlow John Brady has described the Oireachtas Water Committee report as “a great victory for Right2Water movement and the hundreds of thousands of people who campaigned against this unjust charge”.

Speaking today Teachta Brady said:

“Today marks a victory that I am very proud to have been part of. It is a victory for the people of Wicklow, those I stood with on the front-line against the installation of water meters and those that joined with me in mobilising thousands of people across Wicklow for the many protests held.

“As the report stands, water charges are gone, charges for excessive use of water are gone, the metering programme is over, and meters on new builds are gone.

“The report includes a clear commitment to hold referendum enshrining the public ownership of water and water services in the Constitution. The report also has a range of measures to promote conservation and reduce leaks in the public water system.

“The Committee will be in a position to take a final decision when they meet later today and I believe there is a firm majority.

“I call on Minister Simon Coveney to stand by his word and legislate on the basis of the Committee report. The Minister needs to heed the advice of the Committee that he himself set up.

“Should the Minister think of going back on his word, the rally on Saturday organised by Right2Water will remind him that the Irish people will hold him and his Government to account on this issue.”

Funding model for social housing units in Wicklow raises concerns - Brady

Sinn Féin TD for Wicklow/East Carlow John Brady has urged caution at Minister Coveney’s controversial new model for funding social housing building through public private partnerships.
Teachta Brady said:

“At Monday’s meeting of Wicklow County Council a decision was reached to enter a Section 85 of the Local Government Act where an agreement is now in place between Wicklow County Council and Dublin City Council to develop 50 social housing units on Convent Lands in Wicklow Town using Public Private Partnership.

“The Project Company will design, build, finance and maintain the houses for 25 years.

“Sinn Féin wants to see the delivery of much needed social housing in Wicklow. However, there are some serious questions the Department and the Minister needs to answer around the use of this particular funding model.

“Wicklow has been included in the first tranche of counties to use this funding model to deliver social housing units along with parts of Dublin, Kildare and Louth.

“Sinn Féin have contacted the Department of Housing and outlined a number of serious concerns we have with these PPP proposals.

“Some key concerns include these projects ability to deliver value for money for the taxpayer. There is a growing consensus that PPPs do not deliver the value for money to justify the additional financial costs charged by the private bidder. There is also the potential to expose the taxpayer to additional financial costs particularly when there are disputes or failures to comply with the original agreement.

“The use of PPPs over complicates and delays the delivery of much needed social housing. Using this model of housing social delivery and assuming that there are no delays, disputes, or contractual defaults, it will take up to three years to deliver 500 units across the local authorities involved.

“The Minister should scrap the current proposals and fund the first tranche of 500 units either via 100% central government capital financing or with low interest Housing Finance Agency loans.

“The delivery of social housing in Wicklow is crucial but we must ensure that the funding model does not hamper this, delay building or burden the taxpayer unnecessarily.”

Waiting lists for occupational therapists in Wicklow totally unacceptable – Brady

Sinn Féin TD for Wicklow/East Carlow John Brady has said that current waiting times to see an occupational therapist across County Wicklow are of grave concern.

Teachta Brady said:

“In a reply to me, the HSE have confirmed that there were 1,022 people on waiting lists for occupational therapy in February this year.

“Despite, a considerable number of people across Wicklow on waiting lists, the average waiting times to see an occupational therapist in health centres across the County is alarming.

“Average waiting times to see an occupational therapist are 15 months in Wicklow town, 13 months in Bray, 12 months in both Greystones and Newtownmountkennedy, 6 months in Tinahely and 3 months in Arklow.

“These waiting times mean that people are being left suffering for months on end. An occupational therapy assessment is crucial as a first step in many instances, whether that be to secure a social welfare payment or to have works carried out in a person’s home.

“Nationally, children and young people between 5 and 18 years make up the largest cohort waiting for occupational therapy assessment. Indeed, 76% of those waiting more than 52 weeks for a first time occupational therapy assessment are in this age bracket.

“When it comes to children, the under-capacity of the public system means that parents are forced to spend hundreds of euro every month on private therapy if they want to see their child have any hope of realising their individual potential.

“This is unacceptable; Minister Harris needs to increase staffing and services to ensure these waiting lists are dealt with. Health centres across Wicklow must be resourced sufficiently and we need to have additional staff employed to ensure demand is met.”

Brady calls on Government to ratify the UN Convention on Rights for People with Disabilities

Sinn Féin TD for Wicklow/East Carlow and party spokesperson for Social Protection John Brady has called on the Government to honour their commitment and ratify the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD).

Speaking at today’s protest outside Leinster House Teachta Brady said:

“Today marks ten years since the Irish Government signed the United Nations Convention on the Rights of Persons with Disabilities and so far, it has been left as nothing more than that.

“In fact, to the Government’s and their predecessors’ shame Ireland remains the only EU country left to ratify this important convention.

“Government’s failure to ratify this convention has left hundreds of thousands of people living with a disability hurt and extremely frustrated. This also impacts on their families, on carers and indeed, on society as a whole.

“I have raised this issue with Minister McGrath and Minister Varadkar on a number of occasions and time and time, again the same excuse is rolled out.

“We acknowledge that there are legislative requirements needed to ensure that certain obligations under the convention will be achieved but, this does not excuse a ten year delay.

“I was delighted to join a number of disability groups and individuals outside Leinster House this morning and I commend them for organising today’s demonstration.

“I am calling on the Government ministers here in Wicklow, Ministers Harris and Doyle to use their influence to make equality the policy and ratify this convention without any further delay.”

Government inaction on bus strike has potential to shut down Wicklow – Brady

Sinn Féin TD for Wicklow/East Carlow John Brady TD has expressed his support for Bus Éireann workers and for those who rely on their services.
Teachta Brady joined the Bus Éireann workers who were picketing outside Leinster House at lunchtime today.

Teachta Brady said:

“The Government’s refusal to engage with the Unions and Management from Bus Éireann has contributed to the major strike currently underway.

“It is unacceptable that in the face of a strike that is having serious consequences for tens of thousands of citizens, the government has chosen to stick its head in the sand and deny any responsibility for this.

“People right across the County have been left without a service and this is having a huge impact in towns such as Arklow, Wicklow town and Baltinglass.

“We know that members of other CIÉ companies, Dublin Bus and Iarnród Éireann are preparing to ballot for industrial action. If this goes ahead, it will have a detrimental effect on the public. This has the potential to bring Wicklow to a standstill.

“The Government is the sole shareholder; it also has a duty and responsibility to ensure that our public services function properly and effectively. It is failing in this.

“I am calling on Ministers Harris and Doyle to use their influence at Cabinet level to ensure that the Government take responsibility for this mess and step in to end the chaos."

Minister must halt re-structuring plan to protect MABS and Citizens Information Service – John Brady TD

Sinn Féin Spokesperson for Social Protection John Brady TD has cautioned the Government on making unnecessary changes to MABS and the Citizens Information Service at the cost of the taxpayer.

Teachta Brady said:

“MABS and the Citizens Information Service provide a first class and a unique service which must be protected.

“The underhand manner in which the decision of re-structuring has been made by both the Department of Social Protection and the Citizens Information Board without proper consultation with stakeholders is unacceptable.

“It is ridiculous that neither MABS nor the Citizens Information Service have been given any explanation as to the rationale for the planned re-structuring.

“I had requested that the Committee on Social Protection invite in the stakeholders and produce a Committee report on the proposed plans and this work was almost complete with the report due next week.

“Instead, and without the completion of this process, Fianna Fáil have sought to use this issue in bringing forward this motion which is nothing short of political opportunism.

“In consultation with MABS on this motion, I have brought forward an amendment that rejects the need for any cost benefit analysis of the restructuring process given the voluntary nature of the services currently.

“This amendment also calls on the Minister to ensure that the existing model, where independent management of the service is drawn from local community and voluntary sector, is maintained.

“Sinn Féin fully acknowledges the work done every single day by MABS and the Citizens Information Service. We believe that if it is not broke, don’t fix it and we are calling on Minister Varadkar to issue a policy directive to the Citizens Information Board to halt this re-structuring proposal. It was stopped back in 2007 when common sense prevailed and it must be stopped again.”

Sinn Féin TD and Spokesperson for Social Protection John Brady has welcomed the opening of the tendering process for an independent report into the impact of changes to the One Parent Family Payment for lone parents.

Teachta Brady said:

“During the debate on the Social Welfare Act 2016, I was delighted that my amendment regarding lone parents was passed. This is the first time that a commitment has been made specifically around lone parents in a Social Welfare Act.

“This means that an independent report will be carried out examining the impact that the reforms and amendments to the One Parent Family Payment scheme have had on lone parents. The report will also explore the financial and social effects of all changes made since January 2012, taking into account poverty rates among lone parent families.

“Given the recently released CSO Survey on Income & Living Conditions figures which show an increase in consistent poverty among lone parent families, the reference to poverty rates in this report is crucial.

“I note that the successful tender will be given until August 2017 to complete this report. However, I would expect to see it completed before then. Having said that, I welcome the fact that this report will be published ahead of Budget 2018 and therefore, it is imperative that its findings are reflected in the Budget. This was absolutely necessary in calling for this report.

“Interested parties will have until April 4th to issue a request of tender to complete this report. I look forward to the progression of the report and I will be reminding Minister Varadkar that action must follow the publication of this report. There can be no further delay in recognising the need for targeted measures to assist lone parents and protect both them and their children from poverty.”

Report identifies options to tackle old municipal landfill being washed into Irish Sea in Bray - Brady

Sinn Féin TD for Wicklow/East Carlow John Brady has welcomed a Tier 3 report outlining the options available to tackle the ongoing environmental risks posed by hazardous waste at the old Bray Municipal landfill which is located on the North Beach in Bray. This waste is currently being eroded into the Irish Sea.

Teachta Brady said:

“I welcome the Tier 3 report finalised by Fehily Timoney & Co. on behalf of Dún Laoghaire Rathdown County Council detailing the options available to put an end to hazardous waste such as asbestos which has been identified on site being washed into the Irish Sea at North Beach beside Bray Harbour.

“I had first called for action to tackle this serious problem back in 2005 and I have been raising it consistently since then. I am happy to see progress being made to deal with this situation.

“The Tier 3 report puts forward six options to deal with the landfill with costs ranging from €10,000 to €12 million with the latter involving the removal of all waste. The dump contains more than 104,000 cubic metres of waste including, broken asbestos tiles, and excessive levels of ammoniacal nitrogen, potassium and manganese in the ground water.

“According to the report, the most viable option to prevent landfill material entering the sea and to prevent coastal erosion at the site is to protect the base of the exposed landfill with rock armour revetment and stabilise the cliff by regrading. The estimated cost of this is €2.3 million.

“This report has been sent to the EPA for their consideration and hopefully, action can be taken as quickly as possible once funding is in place for the necessary works to take place.

“Whilst this critical work needs to advance as swiftly as possible concerns have been expressed relating to a 6,000 year old pine forest known as a submerged forest, which can be glimpsed at low tide. So, this archaeological heritage must be considered in whatever plan is devised.”

Brady “bitterly disappointed” at lack of funding for Essential Works at North Beach Arklow

Sinn Féin TD for Wicklow/East Carlow John Brady has said he is “bitterly disappointed” that an application for funding for critical works at North Beach, Arklow has been rejected by the Government.

Teachta Brady said:

“Back in November last year, I wrote directly to the Minister for State at the OPW Sean Canney TD urging him to look favourably on an application made by Wicklow County Council under the Coastal Flooding Minor Works Scheme.

“I outlined clearly to him that works were absolutely necessary at North Beach in Arklow due to the significant damage caused to the area already and the further damage that will be caused if works are not carried out.

“I again contacted Minister Sean Canney in February of this year when an updated application for funding was made for the badly needed works.

“I am bitterly disappointed to have been informed that this application for funding has been rejected. It is particularly disappointing given that the former Minister with responsibility for the OPW Simon Harris had promised that funding for these works would be forthcoming and did not materialise.

“I met with Arklow Municipal District Engineer and Administrator this week to inform them of other possible funding streams available to them given the urgency that this work needs to be carried out

“I have sent further correspondence to Minister Canney at the OPW to outline to me the grounds on which this funding has been denied. I have asked him to review this decision and look at the case again.

“I am appealing to the Government to overturn this decision and I will be doing everything in my power to assist Arklow Municipal District in making this happen."

Applications are now out for the Wicklow County Council Community Grants Scheme 2017. The fund for 2017 will be available as grant aid to successful community groups and local organisations wishing to undertake community projects in their area. There are a number of funding categories available.

Community Grants (Maximum grant €2,000)
For small projects and group running costs.

Community Pride (Maximum Grant €10,000).
Groups or projects that make a significant impact and difference to the lives of the people in their communities under the following headings:
•Age Friendly
•Communities reaching out to new communities
•Youth Projects
•Community Enterprise

Town / Village Enhancement plan or Health Checks (Maximum grant €10,000)

Completed application forms should be returned to the Office of Community, Cultural & Social Development not later than 12 noon on Thursday 30th March, 2017.

Action needed to address dump at Bray Harbour which contains Asbestos and other dangerous chemicals- John Brady TD

Sinn Féin TD for Wicklow/East Carlow John Brady has said that there can be no further delay in dealing with hazardous waste including, toxic asbestos at Bray beach flowing into the Irish Sea.

Teachta Brady:


“Waste from the old municipal landfill formerly, operated by Bray Urban District Council is being continually exposed as it is being washed into the Irish Sea. I first raised this issue in 2005 and called for an environmental report on the matter.


“The actual volume of waste is now expected to contain twice as much as was thought in the 2005 report. With this, we also have to consider the amount of waste that has been lost, washed into the Irish Sea over the past 12 years.


“This has been confirmed in a new report carried out on behalf of Dún Laoghaire-Rathdown County Council at the request of the EPA.


“The dump contains more than 104,000 cubic metres of waste including, broken asbestos tiles, and excessive levels of ammoniacal nitrogen, potassium and manganese in the ground water.


“Both Wicklow and Dún Laoghaire-Rathdown County Councils along with the EPA have a responsibility to act without delay on the back of this report.


“I have been continuously raising this issue for the past 12 years and I will continue to do so at every opportunity until the health and safety of the public is no longer at risk and the environmental damage is no more. Having recently raised this issue with Minister Naughten, I will continue to give the issue priority until the site is secured and made safe.”

John Brady TD welcomes unanimous Dáil support to abolish mandatory retirement age

Sinn Fein Social Protection Spokesperson John Brady TD has tonight welcomed the Dáil's unanimous support for his Bill to abolish the Mandatory Retirement Age. Speaking from Leinster House this evening, Deputy Brady said; "I welcome the unanimous support of the Dáil to bring an end to what has been a long-standing practice of discrimination against people who are forced to retire against their will. "This Bill will address a multitude serious issues facing older people including the fact that many are made to retire at the age 65 and then forced onto a job-seekers payment for a year before they can receive their state pension. "It will also alleviate the unjust and disproportionate impact on people, particularly women, who may have taken time out of work to raise families or to care for a loved one and are now left in the vulnerable position where they cannot draw full pension entitlements because they have not built-up sufficient contributions. The abolition of the mandatory retirement age will allow those people to continue working in order to bridge that gap. "This Bill is fundamentally about giving the worker, and not the employer, the choice as to when they can retire. It is a progressive and significant development, which will be welcomed by many people and organisations who have been campaigning on this issue for a long time.
"It is important to our society that the Dáil has tonight realised the imperative of removing the mandatory age of retirement and I now look forward to the passage of the Bill through the remaining stages without opposition

Brady calls on Minister to ensure Family Income Supplement payments will not be stopped for striking Tesco workers

Sinn Féin spokesperson for Social Protection John Brady TD has called on Minister Varadkar to ensure that no person engaging in industrial action will have their Family Income Supplement stopped.

Teachta Brady said:

“On joining with Tesco workers on the picket lines in recent days, I was concerned at the number of workers who had mentioned threats made to them regarding the loss of Family Income Supplement payments for participating in strike action.

“Tesco’s use of bully boy tactics and threatening workers who are on FIS because of the Tesco contracts is totally unacceptable.

“This is not just another tactic used by Tesco management in an attempt to break the ongoing strike but a threat straight from the Department of Social Protection rulebook.

“The Department expect employees to declare that they are engaging in industrial action for their FIS payment to be stopped and then re-applied for once they return to work.

“Workers are then left to wait up to 6 months for FIS to be awarded to them again and are therefore, left with this payment that they are already entitled to.

“Minister Varadkar needs to ensure that his Department remove this rule immediately. He also needs to give assurances that no worker engaging in industrial action will have their payment cut.

“No worker engages in industrial action unless they have no other option. The State must not play any role in discouraging industrial action through such a financial sanction as this.

“On raising this with Minister Varadkar today, he has committed to look into the matter and I will be following up on this with him

Brady calls for the abolition of mandatory retirement age

Sinn Féin spokesperson for Social Protection John Brady TD will be calling for the abolition of mandatory retirement age when Sinn Féin's Bill is debated in the Dáil on Thursday.

The Employment Equality (Abolition of Mandatory Retirement Age) Bill 2016 is being brought forward by Deputies John Brady and Denise Mitchell.

Teachta Brady said:

“Every year workers are forced to retire for no other reason than their age.

“This Bill seeks to put an end to this discrimination and give workers choice when it comes to their retirement.

“There are a number of exemptions in this Bill for those who work in security related employment such as An Garda Síochána and the Defence Forces.

“This is a Bill about choice for older workers when it comes to their retirement. Instead, of being obliged to retire without any choice whatsoever at 65 or 66 years old, workers will be able to decide if they would like to retire immediately or continue working.

“This Bill will also address two major pension issues. It will end the current practice of those forced to sign on for Jobseekers payments at 65 for one year until they are eligible for the State Pension at 66. It will give people who have insufficient contributions for the State Pension an opportunity to continue at work to make up the additional contributions to avoid a reduced pension if they so wish.

“Last month, Minister Varadkar announced that it was his intention to make mandatory retirement ages illegal. Fianna Fáil have been consistently in favour of the abolition of mandatory retirement and also tabled a similar Bill after this once was introduced last December.

“I am calling on both Fine Gael and Fianna Fáil to support this Bill for the benefit of all workers.”

Brady condemns illegal actions in attempt to break Tesco strike

Sinn Féin TD for Wicklow/East Carlow John Brady has condemned the painting over of the pedestrian crossing outside Tesco, Bray overnight.

Teachta Brady said:

“This is a new low for the management at Tesco who Mandate Trade Union has said were behind the painting over of the pedestrian crossing.

“Strike action by Tesco workers in Bray has been taking place at the pedestrian crossing since Tuesday.

“The damage caused is not only outrageous but also, is a criminal offence as the pedestrian crossing is on a public road.

“I have been in contact with the Gardaí and Wicklow County Council; both are taking these actions very seriously.

“The blatant disregard for the local community especially, for young children who use the crossing daily on their way to school, with four schools in the area, is unacceptable.

"These careless actions threaten health and safety and have made crossing the road extremely dangerous.

“I have been supporting Tesco workers in their strike action at Bray and Greystones and I continue to support the workers.

"Any actions taken by management that impacts on the community are especially unnecessary and this behaviour will not be tolerated.”

Only Wicklow TD with no confidence in this Government - Brady

Sinn Féin TD for Wicklow/East Carlow John Brady has said that Enda Kenny and his Government are “on borrowed time.”

Speaking as the only Wicklow/East Carlow TD to vote against a vote of confidence in the Government last night Teachta Brady said:

“Last night, the Fine Gael led minority government scraped through a vote of confidence thanks to their partners in Fianna Fáil.

“In the end and after all of the talk of false concern and crocodile tears over the disgraceful handling of the McCabe case, Deputies Pat Casey and Stephen Donnelly decided they had no opinion on the matter after all.

“The actions of Fianna Fáil’s forty-four TDs have kept this chaotic government in power. They have put their own narrow, electoral considerations ahead of the needs of the people.

“They have decided that homelessness, a two tier health service and growing inequality are tolerable because the timing for an election does not suit them.

“It is apparent that Enda Kenny does not retain the support of his own party let alone the confidence of the people.

“It is also apparent that Sinn Féin is the only party of opposition in the Dáil. As a representative for the people of Wicklow/East Carlow I certainly will not be sitting on the fence on any issues.”

John Brady TD expresses serious concern over the temporary closure of Kilmacanogue Post Office

Sinn Féin TD for Wicklow/East Carlow John Brady TD has expressed serious concern at the temporary closure of Kilmacanogue post office.

Teachta Brady said:

“It is worrying to see the closure of another post office in a small community in County Wicklow following on from the recent closure of Laragh/Glendalough post office.

“The site notice was put in place in Kilmacanogue yesterday announcing the immediate closure of the post office without any prior notice to customers.

“This is a vital service for the people of Kilmacanogue and the surrounding areas after an attempted closure was avoided only a couple of years ago.

“I have been in contact with An Post today in relation to the circumstances around the closure and to voice my concerns at the need for the post office to be re-opened for the community.

“Following my discussions with An Post I have been informed that there have been some issues of concern expressed by An Post that need to be resolved by the contractor.

“There is a responsibility on An Post not to use any potential issues as a trojan horse to close this post office. There is a duty of care to the people of Kilmacanogue and surrounding areas.
“For now, all social protection payments have been diverted to the post office on Quinsborough Road in Bray.

“I intend to keep in touch with An Post in the coming days and I hope that a resolution will be reached to ensure that the post office is reopened and the vital services provided continue in the area.”

John Brady TD to host public meetings on Health Service in Wicklow

Sinn Féin TD for Wicklow/East Carlow John Brady TD has announced dates for his upcoming public meetings ‘Save our Health Service’ to be held in Arklow and Baltinglass.

Teachta Brady said:

“I am delighted to be rolling out public meetings to discuss the health service in Arklow and Baltinglass.

“At a time when every sector of our health service is in crisis I feel it is important for the people of Wicklow to have their say on their health service.

“The ongoing trolley crisis and waiting list scandal has put health firmly back on the political agenda and this cannot be lost. In Wicklow alone, there are 9,811 people waiting on an Outpatient appointment.

“This meeting will give people an opportunity to share their views on the current health service available in their own area, the concerns that need to be addressed, as well as a vision for our health service going forward.

“The need for a 24/7 ambulance service to be in place in both Arklow and Baltinglass is central to the health service in both towns and this must be delivered.

“Sinn Féin has embarked upon nationwide outreach on the need for an Irish National Health Service.

“This engagement is part of a process to highlight to people the system that they should be demanding of their elected representatives, that puts their health firmly at the centre of health deliberations, irrespective of income.

“Speakers at the public meetings will include Louise O’Reilly TD who is Sinn Féin Spokesperson for Health and Liadh Ní Riada MEP.

“I am looking forward to hearing the views of the people of Arklow and Baltinglass and hearing their vision for the future of their healthcare service in Wicklow.” ENDS
